The public is so alienated from its government that it is irrelevant to its own political existence. As a result, democracy, at least in the modern sense, inevitably evolves into oligarchy, and from there some reach full maturity as totalitarian states, in which governments terrorize their people into abject obedience in the name of public safety and national defense.
